Avrupa Parlamentosu Avrupa Birleşik Sol Konfederasyon Grubu-Kuzey Yeşiller Solu üyesi Alman Jürgen Klute tarafından bir grup AP üyesi adına kaleme alınan mektupta, son aylarda artan terör eylemleri nedeniyle duyulan rahatsızlık dile getirilirken, tüm tarafların bir an önce düşmanlığa ve şiddete son vermesi çağrısında bulunuldu.
Mektupta tarafların Cenevre Konvansiyonu'na saygı göstermeleri beklenirken, basında yer alan Türk ordusunun Doğu ve Güneydoğu'daki sivillere şiddet uyguladığı haberlerine ve raporlarına da değinildi.
Mektupta ayrıca Kürt açılımına rağmen Hükümetin son dönemde BDP'yle diyalogunu azalttığını ve diyalog kurabilecekleri ve şiddeti durdurabilecek tek muhataptan da uzak durulduğunun altı çizildi.
Klute'nin kaleme aldığı mektupta son olarak barışın tesisi için Kürt hareketinin tüm temsilcileriyle acilen diyalog kurulmasının gerektiği belirtildi.

Your Excellency, Prime Minister of the Republic of Turkey Mr. Recep Tayyip Erdogan,
More than one month ago, Kurdish guerilla repealed ceasefire after hundreds of Kurdish oppositionals had been arrested. During the past five weeks, the number of presumed torture and illegal executions rose to at least 125 killed people.
Due to this uprising violence we call on all parties involved to stop hostilities immediately. We further ask them to accept the ceasefire like proposed by civil initiatives.
Nonetheless we appeal to the parties to respect the Geneva Convention. According to some information published in the press - Turkish and international - the Turkish army is harassing the civil population in Kurdish regions, several reports are attesting that civilians are killed intentionally. Further press reports have been published - according to them the Turkish airforce is suspected of using napalm attacking Kandil.
During the past years, Turkish State and government representatives have been declining any serious dialogue with Kurdish representatives. Kurdish democratic party DTP was banned in December 2009 for presumed links with PKK. Important politicians of DTP, mayors and parliamentarians, members and activists have been arrested or are facing threats and violence.
Same arguments are used when the Turkish government now rejects dialogue with DTP's successor BDP. But as in the Kurdish regions are no other political parties, the government is depriving itself of the only possible partner who can help stopping the hostilities. By arresting the parliamentarian representatives of the Kurds the government furthermore is depriving the Kurdish movement of a group ready to make compromises.
In our view, Turkish government should not let any opportunity pass to engage a dialogue with all representatives of the Kurdish movement so that an urgently needed way back to peace can be found together in Turkey.
